How to pronounce fractions in English?
First of all you have to know the ordinal numbers. They are the following:
1. first
2. second
3. third
4. fourth
5. fifth
6. sixth
7. seventh
8. eighth
9. ninth
10. tenth
11. eleventh
... and so on.
Let's see the fractions.
There are 2 common ways to pronounce fractions.
a) 1/3 is: one third but 2/3 is: two thirds
1/5 is: one fifth but 4/5 is: four fifths
1/4: you can say one fourth or one quarter
3/4 is three forths or three quarters
7/10 is: seven tenths
5/38 is: five thirty-eights
...
b) use the word over (mainly if the denominator is large).
1/21 is: one over twenty one
5/38 is: five over thirty eight
You can use it with small denominators too.
1/3 is one over three
7/10 is seven over ten

Writing and saying large numbers in English.
In writing large numbers, English uses a comma ( , ) to separate thousands, millions, etc. English also uses a hyphen ( - ) to separate "tens" words (twenty, fifty, etc.) and "ones" words (one, three, six, etc.)
